DECLARATION OF VALUE

The Declaration of Value (D.V.) is an official document, written in Italian, which describes a qualification awarded to a specific person by an institution belonging to an educational system other than the Italian one.

The Student Office of the Italian Embassy in Beijing issues Declarations of Value and legalizations for qualifications obtained at schools and universities in its consular jurisdiction.

Please note that the Declaration of Value is an exclusively informative document, and therefore does NOT in itself constitute any form of recognition or equivalence of the foreign qualification, which must necessarily be assessed by the competent administrations. For a detailed explanation of the forms of recognition of foreign qualifications currently in force, please refer to the CIMEA website.

 

INSTRUCTION FOR THE APPLICATION OF ACADEMIC DEGREE LEGALIZATION AND DECLARATION OF VALUE

The Embassy of Italy in Beijing issues the Legalization and Declaration of Value only for academic qualifications obtained at schools/universities under the Chinese official education system and in the Embassy’s consular jurisdiction

 

BACHELOR’S DEGREE AND OTHER HIGHER ACADEMIC DEGREES

  1. D.V. Application Form attached below.
  2. A copy of: Passport, Italian Visa and Permesso di Soggiorno (if already issued).
  3. For purpose of study: Admission letter issued by the Italian University/School; For purpose of work: Employment letter;
  4. The notarial certificate of the academic degree, the notarial certificate of the original transcript (if requested by the Italian university) and the notarial certificate of the original course description (if requested by the Italian university). Said notarial certificates must be translated into Italian and legalized by the Ministry of Foreign Affairs of China. The Notary Offices and the Ministry of Foreign Affairs Offices must be located in the consular jurisdiction of this Embassy.
  5. The Online Verification Report of Higher Education Qualification Certificates and the Credentials Report issued by the CSSD (Center for Student Services and Development, Ministry of Education, P.R. China – www.chsi.com.cn). When requesting the reports in both Chinese and English, you must also request that a digital copy is sent directly to the email address of this Students’ Office (xuexi.pechino@esteri.it) . However, the applicant must also submit a printed report of said certificates.

 

HIGH SCHOOL DIPLOMA

  1. D.V. Application Form attached below.
  2. A copy of: Passport, Italian Visa and Permesso di Soggiorno (if already issued).
  3. For purpose of study: Admission letter issued by the Italian University/School. For purpose of work: Employment letter;
  4. The notarial certificate of the high school diploma, translated into Italian and legalized by the Ministry of Foreign Affairs of China. The Notary Offices and the Ministry of Foreign Affairs Offices must be located in the consular jurisdiction of this Embassy.
  5. The Verification Reports issued by the CSSD (Center for Student Services and Development, Ministry of Education, P.R. China – www.chsi.com.cn). When requesting the Reports in both Chinese and English, you must also request that a digital copy is sent directly to the email address of this Students’ Office (xuexi.pechino@esteri.it). However, you must also submit a printed report of said certificates. These reports must include:
    • Verification Report of the high school diploma in both Chinese and English;
    • Verification Report of NCEE examination (GAOKAO) scores in Chinese and English (for students applying for AFAM Institutes the report must also include the YI KAO exam scores).

 

IMPORTANT NOTICES:

  • This Embassy accepts only graduated schools and notarial deeds issued by notarial offices located in the this consular jurisdiction ;
  • All the documents must be submitted with a photocopy (including all notarial certificates and all verification reports);
  • The D.V. application can NOT be sent by post/email. The applicant can entrust a third party to submit the application and withdraw the D.V. when ready. In this case, it is necessary to submit an authorization letter signed by the applicant, attached by a copy of applicant’s identity document on which there should be the applicant’s signature corrisponding to the signature on the authorization letter. The authorization letter should contain the trustee’s name and other data on his/her identity document together with general information of the trust ( trustor’s name, items of trust etc.). Please find the form attached below. The trustee should also submit a copy of his /her identity document.
  • The service for the D.V. is free of charge if issued for study purposes. For all other reasons a fee will be applied. In this case the payment must be made in cash in local currency at the moment the applicant submit the request;
  • To request a D.V. please schedule an appointment in advance according to your needs considering that it will take 7 to 10 days to be ready. You can apply for the D.V. also through Uni-Italia office (beijing@uni-italia.it).
  • For Notarial Certificates and Translation in Italian please note that:
    • they must show the same official English name of the school as shown on the Verification Reports;
    • they must always contain the original certificates with the notary’s authenticity declaration, except for the academic degree certification, for which the notary must declare that “the copy conforms to the original document, and the original document is authentic”.
  • The Verification Reports issued by the competent authorities do NOT necessarily require legalization.

 

PLEASE NOTE: Applicants who take part to the Marco Polo Turandot program have to request the DoV through the Uni-Italia Office (beijing@uni-italia.it).
